The launch of the Electronic Government Procurement System.

The Cabinet Secretary for the National Treasury and Economic Planning, Hon. FCPA John Mbadi Ng’ongo, EGH, on Monday, April 7th, 2025 officially launched Kenya’s long-awaited e-Government Procurement (e-GP) system, marking a major step in the country’s digital transformation agenda, at the Kenya School of Government- Kabete.

Speaking during the launch, CS Mbadi said the rollout of the e-GP system is aligned with the government’s broader goal of delivering 80% of public services online under the Digital Superhighway Agenda. He termed the reform a key pillar in enhancing efficiency, accountability, and value for money in the use of public funds. “This is not only a technological shift but a policy action grounded in our Constitution and supported by global best practices. 

The system will promote fair, transparent, competitive, and cost-effective procurement,” said the CS. The move follows a directive by H.E. President William Ruto during the State of the Nation Address on November 21, 2024, directing the National Treasury to fully roll out the e-GP system by the first quarter of 2025. Going forward, only procurements processed through the platform will be sanctioned and paid for. 

CS Mbadi revealed that the National Treasury had made significant progress in the development and piloting of the system, and that all Ministries, Departments, Agencies and County Governments (MDACs) will be required to onboard the platform starting April 2025. “This reform has been seven years in the making, involving wide consultations with stakeholders including the private sector and development partners. Today, it is finally becoming a reality,” he noted. He highlighted that public procurement accounts for 60% of Kenya’s annual budget.

 According to the World Bank’s 2020 Public Expenditure Review, the country stands to save over KES 85.9 billion annually — equivalent to 0.9% of GDP — by improving procurement efficiency through the e-GP platform. “This is money that can be redirected to critical services for wananchi. We are not leaving anything to chance,” said the CS. 

To ensure a successful rollout, the Treasury has partnered with the Kenya School of Government to provide countrywide training for government entities and suppliers. A help desk and weekly webinars have also been established. Suppliers will be required to register on the e-GP platform, submit bids online, track tender statuses, and manage contracts through a digital contract management module.

Heads of Procurement have been instructed to facilitate training sessions for registered suppliers. The system will be integrated with key government platforms such as KRA’s iTax, IFMIS, the Business Registration Service, and the Integrated Population Registration System to streamline compliance verification and reduce fraud. Hon Mbadi told accounting officers and procurement professionals that resistance to the e-GP reforms will not be tolerated. He said : “Any semblance of resistance to this reform will not be tolerated. The future is digital, and the time to embrace it is now.”
