ACBF to Strengthen Capacity Building Collaboration with Kenya.
Hon. FCPA John Mbadi, held a bilateral meeting with Mr. Mamadou Biteye, Executive Secretary of the Africa Capacity Building Foundation (ACBF), on the sidelines of the 2025 IMF–World Bank Spring Meetings.
The meeting provided an opportunity to review ACBF’s ongoing activities and explore Kenya’s capacity building priorities in line with the Foundation’s Strategy 2023–2027.
CS Hon. John Mbadi and Mr. Biteye discussed key areas of alignment, particularly enhancing institutional capabilities to support Kenya’s development goals. Mr. Biteye also introduced ACBF’s flagship programs, including the Building Excellence in Taxation in Africa (BETA) initiative, which aims to strengthen domestic resource mobilization and improve tax systems across the continent.
Both parties agreed on practical steps to deepen collaboration, with a view to supporting Kenya’s economic transformation agenda through targeted capacity development initiatives.
The Cabinet Secretary reiterated Kenya’s strong commitment to advancing strategic partnerships that reinforce national development through skills enhancement, policy support, and institutional strengthening.
The ACBF requested Kenya to host its regional office in Nairobi, citing the country's strategic location and role as a regional hub.
Additionally, the meeting explored the idea of establishing an endowment fund—financed by a small percentage of IDA allocations—to ensure ACBF’s long-term financial sustainability and reduce reliance on member contributions.
